كانون هاي خطر ناشي از تغييرات موقت در شبكه هاي برقWe all know that water and electricity make a lethal combination. So it's important that fixed electrical equipment is installed correctly, and that you use appliances in your kitchen with care.
•To avoid water coming into contact with electricity, make sure that your sockets or switches are fitted at a safe distance (at least 30 centimetres horizontally) from the sink.
•If appliances such as fridges, dishwashers and washing machines are fitted under worktops, getting to sockets may be difficult. Ideally, these appliances should be controlled by a switched fuse-connection unit mounted above the worktop where you can reach it easily.
•If a socket in the kitchen, or anywhere else in the house is likely to be used to supply portable equipment outdoors, it should have an RCD fitted. Under the national safety standard, all sockets in new electric installations and any new sockets added to an existing installation must have RCD protection.
•Take special care when using electrical appliances in the kitchen - the mixture of water, hot surfaces, flexes and electricity can be very dangerous. Check that flexible leads and appliances such as kettles and toasters are in good condition.
Don't:
•use any electrical equipment or switches with wet hands;
•wrap flexible cables around any equipment when it is still warm;
•clean an appliance such as a kettle while it is still plugged in;
•try to get toast that is stuck out of a toaster while it is plugged in, and especially not with a metal knife
- there are often live parts inside; or
•fill a kettle or a steam iron while it is plugged in.

Plugs and their cables can suffer damage with use so it is a good idea to check them regularly.
With the plug removed from the socket, check the cable from end to end and ask the following:
1.Is the cable securely attached to the appliance and the plug?
2.Is the cable cut, nicked or damaged in any way?
There should preferably be no joints and certainly no repairs with insulating tape.
Checking the plug:
•Remove the plug from the socket and check the plug is not damaged.
•Look for signs of overheating, such as discoloured casing or cable.
•Check that the plug meets British Standard BS 1363 - it should be marked on the back of the plug.
•Check that the cable sheath is firmly clamped in the plug and that no coloured wires are showing.
For plugs that did not come fitted to the appliance, check that the cable is connected correctly as follows.
•Remove the plug from the socket, and remove the cover.
Check that:
•the Brown wire goes to live (L);
•the Blue wire goes to neutral (N); and
•the Green-and-yellow wire goes to earth (E).
•Check that the cord clamp holds the cable securely and that both of the screws are tight.
•Check that the screws holding the three wires are tight.
•Check that the fuse is the correct size and meets British Standard BS 1362 - see the manufacturer's instructions if you are not sure what fuse to use. The fuse should clip securely into its holder. It should not be loose and there should be no signs of overheating.
•Replace the cover securely.
Electrical goods - know your rights
At the Electrical Safety Council we recommend consumers are aware of their rights, with regard to the purchase of any electrical product. By law the goods must be of satisfactory quality, fit for their intended purpose and as described. Below are some top tips to bear in mind:
If you have only used the electrical product a few times - you are probably entitled to a refund, alternatively you may request a replacement.
If the fault is only minor and can easily be put right - it is reasonable to accept a repair. This won't stop you from claiming a replacement or refund if the repair is unsatisfactory.
When goods cannot be replaced or repaired in reasonable time - you may claim a refund. If the faulty goods have damaged anything else you own or you are out of pocket you may be entitled to compensation.
If you are entitled to a refund, replacement, repair or compensation, it is the trader who must sort out your problem. The trader cannot tell you to go back to the manufacturer.
Points to consider :
•If your purchase was made on credit you may be able to claim against the finance company.
•You have seven working days to cancel a contract for goods ordered by telephone, mail order, internet or fax, except for those goods which are made to order.
•All electrical goods need to be used for their intended purpose and looked after in line with any instructions.
•Fair wear and tear is not a fault.
If things go wrong:
If there is a problem with the electrical goods you have purchased, the Electrical Safety Council would recommend you do the following.
•Stop using the item at once.
•Check there actually is a fault by reading the instructions carefully.
•Collect up any instructions, leaflets, packaging etc which came with the goods. Pack them up with the goods.
•Locate your proof of purchase. If you haven't got a receipt, you can use a credit card voucher or cheque stub. Remember - it is up to you to show where and when you bought the goods.
Should you experience difficulty in resolving your problem, or you believe you have purchased an unsafe product, you can contact consumer help organisations such as Trading Standards.

Many portable electric items like lamps and radios are supplied with a relatively short length of cable. Ensuring your home has sufficient socket-outlets at convenient points will minimize the need for extension leads and adapters, but occasionally their use will be unavoidable.
This page is intended to help you to use electrical equipment safely in the garden and avoid electrical accidents. The risk of an electric shock causing serious injury or death, is greater outdoors than indoors, due to possible wet conditions and physical contact with the ground.Do
•Do report any problems with the electrical installation or appliances to your landlord straight away.
•Do use appliances according to the manufacturer’s instructions.
•Do use an RCD when using electrical equipment outdoors.
•Do regularly check the condition of plugs, cables and extension leads.
•Do check that any adaptor used complies with British Standards and is adequately rated for the connected load.
•Do remove plugs from sockets carefully. Pulling out a plug by the cable puts a strain on the terminations which can be dangerous.
Don’t
•Don't carry out DIY repairs on electrical installations or appliances.
•Don't bring mains powered portable appliances into the bathroom.
•Don't ignore worn flexes on appliances.
•Don't use any electrical appliance with wet hands.
•Don't use adaptors plugged into other adaptors.
•Don't overload adaptors, particularly with high current appliances such as kettles, irons and heaters.
Tenant responsibilities
•Do not attempt to extend, repair or replace damaged or worn-out parts of the electrical installation yourself.
•Ensure all electrical appliances are used responsibly and in accordance with the manufacturer’s instructions.
•Report any problems with the electrical installation or appliances to your landlord straight away.
•Allow access to the property should an electrician need to visit to carry out an inspection of the electrical installation/fix any reported problem.
If you have reported a problem to your landlord and they have refused to put the situation right or ignored your request, you should contact your local authority who will be able to assist you. Local authorities will ensure a landlord is meeting their legal obligations and can take enforcement action against them if they are found not to be.
Portable appliance testing (PAT)
•The safety of appliances you bring into your accommodation is your responsibility. If you are in any doubt as to the safety of an appliance get it tested or replaced.
Your landlord or college should have a system for inspecting and testing the portable equipment they provide.
What to look for in new accommodation
•An electrical report confirming that the electrical installation is safe for use (known as a Periodic Inspection Report).
•Certification confirming that any recent electrical work meets the UK national standard BS 7671 (Requirements for Electrical Installations).
•That sockets, switches and light fittings are in good condition with no signs of damage.
•That any appliances are provided with manufacturer’s instructions, have up to date PAT test stickers on them (not required if appliance is new and has not been used before) and are in good working order.
Landlord responsibilities
Your landlord is required by law to ensure:
•that the electrical installation in a rented property is safe when a tenancy begins;
•that the electrical installation is maintained in a safe condition throughout the tenancy; and
•that any appliance provided is safe and has at least the CE marking (which is the manufacturer’s claim that it meets all the requirements of European law).
In order to meet the above requirements your landlord will need to carry out regular basic safety checks to ensure that the electrical installation and appliances remain in good working order.

In 2005 the Government introduced electrical safety rules into the Building Regulations for England and Wales. Because of this, most fixed electrical installation work carried out in homes must, by law, meet the Building Regulations.
Part P states that anyone carrying out electrical installation work in a home must make sure that the work is designed and installed to protect people from fire and electric shocks. Part P applies to newly-built homes and to any changes made to existing installations, including any parts that have been rewired.

What electrical work is covered by this law?
All electrical installation work in a home, garden, conservatory or outbuilding must meet the Building Regulations. Apart from some types of minor work, all electrical work must either be reported to the local-authority building-control, or be carried out by an electrician who is registered with one of the Government-approved scheme providers.
Who is responsible for making sure that electrical work meets the requirements of Part P?
By law, all homeowners and landlords must be able to prove that all electrical installation work meets Part P, or they will be committing a criminal offence. Local authorities can make homeowners or landlords remove or alter any work that does not meet the Building Regulations.
What do I need to do before electrical installation work can be carried out in my home?
You must either:
1.tell your local-authority building-control about the installation work before it starts; or
2.employ an electrician who is registered with one of the Government-approved Part P schemes.
We recommend that you use a registered electrician to do the electrical installation work.
The advantages of using a registered electrician are:
•you will not have to pay any building-control charges;
•the electrician can deal with everything for you;
•the electrician will arrange for you to receive a certificate that confirms the work meets Building Regulations;
•you have access to a formal complaints procedure if the work doesn’t meet Building Regulations; and
•you can choose to take out an insurance-backed guarantee when you have the work done, and you can make a claim if the work is later found not to meet Building Regulations.
What does Part P of the Building Regulations mean for me?
If you use a registered electrician, you can expect to have safe electrical installation work done, as the work will meet the UK national standard, BS 7671 (Requirements for Electrical Installations). When the work is finished you will receive:
•an Electrical Installation Certificate or Minor Works Certificate that confirms that the work meets BS 7671; and
•a Building Regulations Compliance Certificate that confirms that the work meets the Building Regulations.
Is it important who carries out electrical installation work in my home?
Yes. Electrical installation work must be carried out only by people who have the knowledge, skill and experience needed to avoid danger to themselves and others. It’s easy to make an electrical circuit work – it’s far harder to make the circuit work safely.
We strongly recommend that you use a registered electrician to do any electrical installation work you need. They work to the UK national safety standard and will give you a safety certificate to confirm that their work has been designed, inspected and tested in line with that standard.
