Lightning Injuries

Lightning injuries include cardiac arrest, loss of consciousness, and temporary or permanent neurologic deficits; serious burns and internal tissue injury are rare. Diagnosis is clinical; evaluation requires ECG and cardiac monitoring. Treatment is supportive.
Lightning strikes cause about 50 to 75 deaths and several times more injuries annually in the US. Lightning tends to strike tall objects. It can strike a victim directly, or the current can be transferred to the victim through the ground or a nearby object. Lightning can also travel from outdoor power or electrical lines to indoor electrical equipment or telephone lines. The force may throw the victim several yards.
Although lightning current contains a large amount of energy, it flows for an extremely brief period (1/10,000 to 1/1000 sec). Thus, it rarely, if ever, causes serious cutaneous wounds and seldom causes rhabdomyolysis or serious internal tissue damage, unlike high-voltage and high-current electrical injury from manmade sources. Occasionally, patients have intracranial hemorrhage.
Symptoms and Signs
The electrical charge can affect the heart, causing asystole or other arrhythmias, or the brain, causing loss of consciousness, acute confusion, or amnesia.
Keraunoparalysis is paralysis and mottling, coldness, and pulselessness of the lower and sometimes upper extremities with motor and sensory deficits; the cause is sympathetic nervous system instability. Keraunoparalysis is common and usually resolves within several hours, although some degree of permanent paresis occasionally results. Other manifestations of lightning injury may include minor skin burns in a punctate or feathered, branched pattern, tympanic membrane perforation, and cataracts. Neurologic problems may include confusion, cognitive deficits, and peripheral neuropathy. Neuropsychologic problems (eg, sleep disturbances, anxiety) may occur. Cardiopulmonary arrest at the time of the strike is the most common cause of death. Cognitive deficits, pain syndromes, and sympathetic nervous system damage are the most common long-term sequelae.

Physiological effects of electricity

Most of us have experienced some form of electric "shock," where electricity causes our body to experience pain or trauma. If we are fortunate, the extent of that experience is limited to tingles or jolts of pain from static electricity buildup discharging through our bodies. When we are working around electric circuits capable of delivering high power to loads, electric shock becomes a much more serious issue, and pain is the least significant result of shock.
As electric current is conducted through a material, any opposition to that flow of electrons (resistance) results in a dissipation of energy, usually in the form of heat. This is the most basic and easy-to-understand effect of electricity on living tissue: current makes it heat up. If the amount of heat generated is sufficient, the tissue may be burnt. The effect is physiologically the same as damage caused by an open flame or other high-temperature source of heat, except that electricity has the ability to burn tissue well beneath the skin of a victim, even burning internal organs.
Another effect of electric current on the body, perhaps the most significant in terms of hazard, regards the nervous system. By "nervous system" I mean the network of special cells in the body called "nerve cells" or "neurons" which process and conduct the multitude of signals responsible for regulation of many body functions. The brain, spinal cord, and sensory/motor organs in the body function together to allow it to sense, move, respond, think, and remember.
Nerve cells communicate to each other by acting as "transducers:" creating electrical signals (very small voltages and currents) in response to the input of certain chemical compounds called neurotransmitters, and releasing neurotransmitters when stimulated by electrical signals. If electric current of sufficient magnitude is conducted through a living creature (human or otherwise), its effect will be to override the tiny electrical impulses normally generated by the neurons, overloading the nervous system and preventing both reflex and volitional signals from being able to actuate muscles. Muscles triggered by an external (shock) current will involuntarily contract, and there's nothing the victim can do about it.
This problem is especially dangerous if the victim contacts an energized conductor with his or her hands. The forearm muscles responsible for bending fingers tend to be better developed than those muscles responsible for extending fingers, and so if both sets of muscles try to contract because of an electric current conducted through the person's arm, the "bending" muscles will win, clenching the fingers into a fist. If the conductor delivering current to the victim faces the palm of his or her hand, this clenching action will force the hand to grasp the wire firmly, thus worsening the situation by securing excellent contact with the wire. The victim will be completely unable to let go of the wire.
Medically, this condition of involuntary muscle contraction is called tetanus. Electricians familiar with this effect of electric shock often refer to an immobilized victim of electric shock as being "froze on the circuit." Shock-induced tetanus can only be interrupted by stopping the current through the victim.
Even when the current is stopped, the victim may not regain voluntary control over their muscles for a while, as the neurotransmitter chemistry has been thrown into disarray. This principle has been applied in "stun gun" devices such as Tasers, which on the principle of momentarily shocking a victim with a high-voltage pulse delivered between two electrodes. A well-placed shock has the effect of temporarily (a few minutes) immobilizing the victim.
Electric current is able to affect more than just skeletal muscles in a shock victim, however. The diaphragm muscle controlling the lungs, and the heart -- which is a muscle in itself -- can also be "frozen" in a state of tetanus by electric current. Even currents too low to induce tetanus are often able to scramble nerve cell signals enough that the heart cannot beat properly, sending the heart into a condition known as fibrillation. A fibrillating heart flutters rather than beats, and is ineffective at pumping blood to vital organs in the body. In any case, death from asphyxiation and/or cardiac arrest will surely result from a strong enough electric current through the body. Ironically, medical personnel use a strong jolt of electric current applied across the chest of a victim to "jump start" a fibrillating heart into a normal beating pattern.
That last detail leads us into another hazard of electric shock, this one peculiar to public power systems. Though our initial study of electric circuits will focus almost exclusively on DC (Direct Current, or electricity that moves in a continuous direction in a circuit), modern power systems utilize alternating current, or AC. The technical reasons for this preference of AC over DC in power systems are irrelevant to this discussion, but the special hazards of each kind of electrical power are very important to the topic of safety.
How AC affects the body depends largely on frequency. Low-frequency (50- to 60-Hz) AC is used in US (60 Hz) and European (50 Hz) households; it can be more dangerous than high-frequency AC and is 3 to 5 times more dangerous than DC of the same voltage and amperage. Low-frequency AC produces extended muscle contraction (tetany), which may freeze the hand to the current's source, prolonging exposure. DC is most likely to cause a single convulsive contraction, which often forces the victim away from the current's source.
AC's alternating nature has a greater tendency to throw the heart's pacemaker neurons into a condition of fibrillation, whereas DC tends to just make the heart stand still. Once the shock current is halted, a "frozen" heart has a better chance of regaining a normal beat pattern than a fibrillating heart. This is why "defibrillating" equipment used by emergency medics works: the jolt of current supplied by the defibrillator unit is DC, which halts fibrillation and gives the heart a chance to recover.
In either case, electric currents high enough to cause involuntary muscle action are dangerous and are to be avoided at all costs. In the next section, we'll take a look at how such currents typically enter and exit the body, and examine precautions against such occurrences.
REVIEW:
Electric current is capable of producing deep and severe burns in the body due to power dissipation across the body's electrical resistance.
Tetanus is the condition where muscles involuntarily contract due to the passage of external electric current through the body. When involuntary contraction of muscles controlling the fingers causes a victim to be unable to let go of an energized conductor, the victim is said to be "froze on the circuit."
Diaphragm (lung) and heart muscles are similarly affected by electric current. Even currents too small to induce tetanus can be strong enough to interfere with the heart's pacemaker neurons, causing the heart to flutter instead of strongly beat.
Direct current (DC) is more likely to cause muscle tetanus than alternating current (AC), making DC more likely to "freeze" a victim in a shock scenario. However, AC is more likely to cause a victim's heart to fibrillate, which is a more dangerous condition for the victim after the shocking current has been halted.

RCD - residual current device

What is RCD?
The simple definition as given here is: What current flow goes in must also come out. Other names by which these circuits are known are earth leakage circuit breakers (ELCB) or safety switches.
An RCD is an electrical safety device designed specifically to switch the electricity immediately off when an electricity "leaking" (to earth) is detected at a level harmful to a person who is using an electrical equipment. An RCD circuit offers a high level of personal protection from electric shock. Fuses or overcurrent circuit breakers do not offer the same level of personal protection against faults involving current flow to earth. Circuit breakers and fuses provide equipment and installation protection and operate only in response to an electrical overload or short circuit. Short circuit current flow to earth via an installation's earthing system causes the circuit breaker to trip, or fuse to blow, disconnecting the electricity from the faulty circuit. However, if the electrical resistance in the earth fault current path is too high to allow a circuit breaker to trip (or fuse to blow), electricity can continue to flow to earth for an extended time. RCDs (with or without an overcurrent device) detect a much lower level of electricity flowing to earth and immediately switch the electricity off.
RCDs are thus designed to prevent electrocution by detecting the leakage current, which can be far smaller (typically 5–30 milliamperes) than the currents needed to operate conventional circuit breakers or fuses (several amperes). RCDs are intended to operate within 25–40 milliseconds, before electric shock can drive the heart into ventricular fibrillation, the most common cause of death through electric shock.
How do the RCDs work?
According to the principle"what goes in must come out"(or, more technically, the sum of all the currents meeting in any point in a circuit must be zero, otherwise the circuit will be broken - the Node Law), the residual current device operates by continually comparing the current flow both in the Active(the "IN" part, the Supply) and Neutral(the "OUT" part, the Return) conductors of the electrical circuit. If the current flow becomes unbalanced(there are some leakages detected), it means that some of the current in the Active conductor is not returning back through the Neutral conductor and is leaking to the earth - this triggers the device, which automatically closes the circuit. The time frame in which the RCDs are designed to operate is within 10 to 50 milliseconds, and the harmful leakage at which, when detected, they disconnect the circuit is typically 30 mA.
The Residual Current Devices are designed in such a way that it senses, in a very quick time-wise way any earth leakage of power and automatically switches off the circuit, before it can cause injury or damage. The analyses of the electrical accidents in the past show that the most common and greatest risk of an electric shock comes from the contact between live parts(electrical devices) and earth, via either the human body or conductors(metal parts, etc).
Even though an RCD will not protect against all instances of electric shock, its function is to at least significantly reduce its risk. If someone touches both the Active and Neutral conductors(and the plugs or electrical appliances are faulty), he will cause the electric current to flow through his body - this contact will not be detected by the RCD unless there is also a current flow to earth. If a circuit is protected by RCD and a fault causes electricity to flow from the Active conductor to earth through a person's body or through a metal conductor, the RCD will automatically disconnect the electricity supply - avoiding the risk of a fatal shock or short circuit.
Many electrical fires are caused by such electrical power leakages to the earth, due to faulty wiring. Even a leakage current of 1A or a little less can start a fire; normal protection devices will not detect such low current levels. This is why there was the need of the RCDs, who detect low current level leakages to earth, and trip out the circuit, thus greatly reducing the risk of an electrical fire.
RCD sensitivity
10mA RCDs offer a high degree of protection against electrocution in an accidental shock hazard situation. They are of particular value in a high risk area where resistances external to the body are likely to restrict the earth fault current flowing through the body to less than 30mA and where 110V supply is being used
30mA RCDs offer a high degree of protection in an accidental shock hazard situation and are by far the most popular sensitivity used in the United Kingdom. In a shock situation, the current flowing through the human body at 250V 50Hz could be between 80 and 240mA, depending on the resistance of the body in question. To ensure that there are no harmful physiological effects in such a situation, it is necessary for the RCD to operate within 300mS at 30mA and 40mS at 150mA.
100mA RCDs may, in some circumstances, provide protection against electrocution in an accidental shock hazard situation. However, it is important to note that there is likelihood that the earth fault current may be below the sensitivity of the RCD. This becomes increasingly likely if additional resistances to that ofthe human body are in the current path.
300mA RCDs provide protection against the risk of fire only. They do not provide protection against electrocution in an accidental shock hazard situation. A typical application would be lighting circuits where it is deemed that the risk or electric shock is small.
It is important to note that a current of less than 500mA flowing in a high resistance path is sufficient to bring metallic parts to incandescence and, potentially, initiate a fire.
Electrical equipment recommended to be RCD protected:
Small and medium electric power tools, such as electric drills, electric saws, etc.
Large power tools such as the jack-hammers, electric lawn mowers, etc.
The equipments on the construction sites.
Equipment such as the appliances which move while in operation, such as the vacuum cleaners, the floor polishers, etc
The appliances located in wet areas such as in kitchens, bathrooms, etc, including kettles, jugs, frying pans, portable urns, food mixers/blenders, sockets , etc.
Hand held appliances such as hair dryers, curling wands, electric knives etc.
Cord extension leads, consumer units and switches , modules.

Using Technology to Reduce Risk and Improve Worker Safety-Part 1

The judicious use of high resistance grounding facilitates process continuity, reduces equipment damage, allows for predictive maintenance, reduces shock hazard and can minimize the impact of arc blast hazards.
by Andrew Cochran
Empirical data indicates that around 80 percent of all electrical interruptions are attributable to ground faults that are a result of an unintentional connection between system conductors and ground. The term grounding is commonly used in the electrical industry to mean both "equipment grounding" and "system grounding." System grounding means the intentional connection of a neutral or phase conductor, either solidly or through an impedance or resistance device, to ground from a source such as transformer, rotating machinery, solar photovoltaic, etc. Figure 1 illustrates the two types of grounding.
System grounding, or the intentional connection of a phase or neutral conductor to earth, is for the purpose of controlling the voltage to earth, or ground, within predictable limits. It also provides for a flow of current that will facilitate overcurrent device operation during an unwanted connection between system conductors and ground (a ground fault).
The root cause of this unwanted connection is often a result of insulation breakdown. The energy released from the ground fault can lead to process interruptions, equipment damage and present a fire and explosion risk to personnel (see photo 1). Five to ten arc-flash explosions occur in electric equipment every day according to statistics compiled by CapSchell Inc, a Chicago-based research and consulting firm that specializes in preventing workplace injuries and deaths.
From 1992 to 1999 a single leading industrial insurance company reported 228 losses that were attributed to ground faults with a total cost of US $180 million.
The same insurance company has stated that they have evaluated the property and business interruption potential as a result of not having ground-fault protection and found it to be significant enough to warrant installation of ground-fault protection. In the winter issue of Pure Power, they went a step further and stated that, "using a high resistance ground system could knock 10% off the price of insurance."
And yet the majority of industrial facilities continue to operate without adequate ground-fault protection. These establishments typically operate an ungrounded or solidly grounded electrical distribution system, both of which have inherent disadvantages.
An ungrounded system is one in which there is no intentional connection between any of the system conductors and earth ground. However, in any system, a capacitive coupling exists between the system conductors and the adjacent grounded surfaces. Consequently, the "ungrounded system" is, in reality, a "capacitively grounded system" by virtue of the distributed leakage capacitance.
The reasoning behind the prevalence of ungrounded systems in many industrial facilities appears to be historical. Prior to the emergence of high resistance grounding in the late 1980s, the only choice when process continuity was desired was an ungrounded system that allowed for the controlled shutdown for fault repairs at a convenient time and this was of tremendous value to continuous manufacturing processes by reducing production losses, equipment damage and outages.
However experiences with multiple failures due to arcing ground faults has resulted in a change in philosophy over the use of ungrounded systems and this change is supported in by the Institute of Electrical and Electronic Engineers (IEEE) who in IEEE Standard 242-1986 Recommended Practice for the Protection and Coordination of Industrial and Commercial Power Systems 242-1986 section 7.2.5 offer the following perspective:
"Ungrounded systems offer no advantage over high-resistance grounded systems in terms of continuity of service and have the disadvantages of transient overvoltages, locating the first fault and burndowns from a second ground fault. For these reasons, they are being used less frequently today than high-resistance grounded systems."
There are many benefits from grounding the electrical distribution system including:
· Reduced magnitude of transient overvoltages
· Simplified ground fault location
· Improved system and equipment fault protection
· Reduced maintenance time and expense
· Greater safety for personnel
· Improved lightning protection
· Reduction in frequency of faults

Using Technology to Reduce Risk and Improve Worker Safety-Part 2

The choice for many engineers is focussed on what grounding technology to use.
A solidly grounded system is one in which one conductor of the system has been intentionally connected to earth ground with a conductor having no intentional impedance and this partially reduces the problem of transient overvoltages found on the ungrounded system.
While solidly grounded systems are an improvement over ungrounded systems, and speed the location of faults, they lack the current-limiting ability of resistance grounding and the extra protection this provides. The destructive nature of arcing ground faults in solidly grounded systems is well known and documented and are caused by the energy dissipated in the fault. A measure of this energy can be obtained from the estimate of kilowatt-cycles dissipated in the arc:
Kilowatt cycles = V x I x Time/1000.
In the same IEEE Standard as referenced above, section 7.2.2 states that: "one disadvantage of the solidly grounded 480-V system involves the high magnitude of ground-fault currents that can occur, and the destructive nature of arcing ground faults."
Since the vast majority of arcing faults start their life as single-phase faults, the key to reducing their impact is to use technology that either significantly reduces the fault current level thereby reducing the magnitude of the arc hazard and/or using technology that prevents transient overvoltages that can lead to single-phase faults escalating into arcing faults.
The answer in both cases is high resistance grounding, as recognized in the Canadian Electrical Code section 10-1100, and the National Electrical Code section 250.36.
High resistance grounding of the neutral limits the ground-fault current to a very low level (typically from 1 to 10 amps) and this is achieved by connecting a current-limiting resistor between the neutral of the transformer secondary and the earth ground and is used on low-voltage systems of 600 volts or less, under 3000 amp. By limiting the ground-fault current, the fault can be tolerated on the system until it can be located, and then isolated or removed at a convenient time.
In tests, damaging voltage transients measured on a 480-volt ungrounded system were eliminated once the circuit was converted to high resistance grounded.
With respect to the magnitude of fault current, the energy or I 2 t value for a 1 amp fault is 1/ 1,000,000 of a 1000 amp fault assuming an equal amount of time.
The National Electric Code allows a fault level of 1200 amps for one second on a solidly grounded system before a circuit must trip; however, in practice fault levels in excess of 20,000 amps are common for a short period of time.
In IEEE Standard 142-1991 Recommended Practice for Grounding of Industrial and Commercial Power Systems the following perspective is outlined in section 1.4.3:
"The reasons for limiting the current by resistance grounding may be one or more of the following.
1) To reduce burning and melting effects in faulted electric equipment, such as switchgear, transformers, cables and rotating machines.
2) To reduce mechanical stresses in circuits and apparatus-carrying fault currents.
3) To reduce electric-shock hazards to personnel caused by stray ground-fault currents in the ground return path.
4) To reduce the arc-blast hazard to personnel who may have accidentally caused or who happen to be in close proximity to the ground fault.
5) To reduce the momentary line-voltage dip occasioned by the occurrence and clearing of a ground fault.
6) To secure control of transient overvoltages while at the same time avoiding the shutdown of a faulty circuit on the occurrence of the first ground fault."
The judicious use of high resistance grounding facilitates process continuity, reduces equipment damage, allows for predictive maintenance, reduces shock hazard and can minimize the impact of arc blast hazards.

Earth Electrodes

Earth electrodes can be following shapes
a) Driven Rods or pipes
b) Horizontal Wires
c) Four Pointed Stars
d) Conductive Plates
i) Round Vertical Plates
ii) Square Vertical Plates
e) Buried Radial Wires
f) Spheres made of metal
g) Water PipesAs water pipes exist extensively and these are most of the time embedded in earth, they can make a good earth electrode.Such earthing is not objectionable with alternating currents. But with direct currents, the flow of fault currents in pipes produces electrolysis and results in heavy corrosion of pipes. This electrolysis process makes the water also harmful to certain extent. If water pipes are proposed to be used as earth electrode, then only main water supply pipe should be used as an electrode. The water supply main pipe should have metal to metal joints between its segments.A perfect electrical connection should be made between water pipe & earth conductor.Pipe should be cleaned throughly with emery paper. Earth conductor also should be cleaned throughly. The cleaned conductor should be wrapped 4 to 5 times and ends clamped by nuts & bolts. The earth resistance achieved by such an arrangement is usually a fraction of an ohm. Low resistance of such syestem is due to long length of water pipe and the fact that it is mostly embedded below earth. This method is mostly used for grounding in telephone services.Electrodes should be made of a metal, which has a high conductivity. Normally copper is used. The size of the electrode should be such, that it is able to conduct the expected value of stray current for expected duration of stray current. The resistance of electrode should not increase with time. It should have high resistance to soil & atmospheric corrosion.More the surface area of electrode in contact with soil, lesser will be its resistance to conduct the electricity to earth.90% of the total resistance offered by soil is situated within an area, the radius of which is roughly equal to the length of the electrode. When multiple electrodes are used for earthing, electrodes should be spaced far enough away from each other so as not to overlap the resistance areas of their neighbours. When a number of electrodes are used all the electrodes should be of same material. With Electrodes having spacings equal to approximately twice the length of each electrode , each additional rod introduces a new area of unused soil and the resistance is reduced by an amount which is almost inversely proportional to the number of rods installed. The depth of electrode also effects the efficacy of earthing, because at greater depths, the soil resistance is normally low

Why Earthing or Grounding

Electricity today is playing an ever increasing role in the lives of everyone in the civilized world. Increased use of electricity has resulted in increased danger to human beings. Not only defects at consumer's premesis, but even at Supply Authority's premesis can electrocute a customer at his own premesis.Earthing protects humans from danger of electrocution.
A lightening strike on a tall building can seriously injure the occupants or even completely demolish that building. Tall buildings or structures like towers are more prone to lightening strikes.Earthing tall structures protects them against lightening.Earthing provides return path for large number of electronic equipments or RF antennas etc. For example a 3phase star wound generator must have its neutral point at earth potential.Earthing is necessary for proper functioning of certain equipments.
What is earthing/grounding ?
Earthing a tower/ equipment means connecting that tower /equipment to general mass of earth by means of an electrical conductor.Connection to earth is achieved by embedding a metal plate or rod or conductor in earth. This metal plate or rod or conductor is called as "Earth electrode".Effectiveness of the earthing connection made by embedding a metal plate in earth is quantified as "Earth Resistance". This earth resistance is measured in ohms. Earth resistance consists of following componentsa) Resistance of metal electrodeb) Contact resistance between electrode and soilc) Resistance of soil away from e3lectrode surface. To incease the effectiveness of earth, the total earth resistance should be reduced.Efforts should be made to reduce the resistance contributed by each of above three components.

Electrical Hazards

To prevent electrical shock insure that all equipment is properly grounded
The danger of injury through electrical shock is present
whenever electrical power is used. All electrical equipment
should be adequately insulated, grounded, or isolated to
prevent bodily contact with any source of dangerous
potentials. Under certain conditions people can be injured
severely even from relatively low voltages coupled with high current flows.
[To reduce the risk of shock, do not contact any electrical components, and keep your work area dry]
The primary effects of electric shock are due to current actually
flowing through the body. Electrical burns occur when the body, or a
part of it, completes a circuit connecting the power source with the
ground. Although the resistance of dry, unbroken skin to electric
current is relatively high, the amount of current necessary to kill a
person is small. Therefore, it is easy to exceed lethal levels of
current flow, especially if the skin is broken, wet, or damp with sweat.
[Check all equipment regularly and wear the proper protective equipment
when working with high voltages or currents]
If your equipment runs erratically or if you feel an electrical "tingle"
when you touch it, stop using the tool, tag it, and have it repaired.
Whenever the risk of electrocution is high, wear the right protective
clothing-insulated gloves, eye protection, boots, and head gear. If you
are not sure what to wear, ask your supervisor or your Safety Committee
representative for assistance.
ELECTRICAL SAFETY TIPS
* Never modify a plug by bending or removing the prongs. When plug
prongs are bent, loose or missing, replace the device.
* Cord adapters used to defeat the ground connection (i.e. 3-prong
to 2-prong adapters) should not be used.
* All receptacles and any electrical conductors must be
sufficiently grounded, and if uncertain whether or not this is
true, call Facilities for assistance.
* If plug prongs break off and remain in the receptacle slots after
insertion or withdrawal, do not attempt to remove them. Call Facilities for assistance.
* Receptacles should be mounted firmly in their enclosures and should not move when the plug is inserted. Loose receptacles can cause short circuits.
* If you discover loose receptacles or other faulty electrical
equipment, it should be removed from service or tagged out until
a qualified electrician from Facilities can make repairs.
* Damaged electrical enclosures such as switches receptacles and
junction boxes should be reported immediately to Facilities.
* Extension cords should be used only when necessary and only on a
temporary basis. Extension cords should not be used in place of
permanent or fixed wiring.
* Make sure all extension cords are the right size or rating for
the tool you're using. EXAMPLE: The diameter of the extension
cord being used should be equal to or greater than the cord of
the appliance being used.
* Keep all electrical cords away from areas where they may be
pinched, such as off the floor, out of walkways, and out of
doorways. Where possible, move the electrical appliance closer to the outlet.
* Do not use any appliance or extension cord that exhibits signs of
wear, such as frayed insulation or exposed wiring. To insure safe
operation, all electrical equipment should be visually inspected
before use.
* Never staple, nail or otherwise attach extension cords to a surface.
* Never unplug an appliance by pulling on the cord, always remove by the plug.
* Keep the floor in your workplace completely dry.
* Keep all electrical equipment away from any source of water
unless the appliance is rated for use around water, such as a
wet-dry shop vacuum.
* Ground fault circuit interrupters (GFCI's) should be used as much
as possible. In any wet, damp or moist environment, GFCI's are required.
* All electrical panels shall be unobstructed, have a minimum
clearance of 36", and shall be easily accessible.
* Keep dust and lint off electrical panels, receptacles, and appliances.
* Electrical panel doors should be closed and latched when not in use.
* Separate all combustible materials away from electrical equipment.
* Attempt to limit one appliance per outlet. However, if more than
one appliance is to be used for each circuit, an approved plug
strip with circuit breaker should be used.
* Always turn off a tool or appliance before disconnecting it to
avoid exposure to live electrical parts.
* Proper illumination shall be provided in all areas where
electrical hazards are apt to be encountered and an emergency
lighting system should be in place as well.
* All energized parts of electrical circuits and equipment shall be
guarded against accidental contact by approved cabinets or enclosures.
* Employees who regularly work on or around energized electrical
equipment shall be trained in the proper methods of cardio-
pulmonary resuscitation.
* Where electrical shock hazards exist, first-line and backup
protection shall be provided to prevent access to energized
circuits and parts. This protection includes using lockouts,
grounding hooks, barriers and rubber mats.
* In places where electrical hazards exist, there shall be
conspicuous visual indications of ON and OFF conditions, the type
of hazard and its exact location.
* Bench tops and bench edges in the immediate work area should be
non-conductive and only a minimum of connected equipment should
be on the bench tops. Rubber matting of adequate breakdown
voltage should be used.
* Adequate and workable lockout-tag out procedures shall be used
(see Lockout-Tag out section).
* When any equipment may produce sparks or arcing during normal
operation, safety glasses must be used at all times.
* Proper personal protective equipment, such as a hard hat, safety
glasses, arm mats and gloves should be worn when maintaining any
electrical equipment.
* When using tools near electrical hazards, all tools must have a
double insulated casing to prevent contact with energized parts.
* Never work alone on a live circuit - always have an observer.
* Be acquainted with all electrical hazards that may be encountered
in your work area.
* Notify your supervisor of any potential electrical hazard that
may be going unnoticed.
HIGH VOLTAGE ELECTRICAL SAFETY TIPS
* In addition to the recommendations for general electrical safety,
there are more stringent rules that apply to high voltage operations.
* High voltage pertains to electrical equipment that is operating
at more than 600 volts in terminal to terminal operation or at
more than 300 volts in voltage to ground operation. In addition,
low voltage, high current AC or DC power supplies are also
considered to be high voltage applications.
* All switches, circuit breakers, and other control devices that
are in high voltage equipment shall be labeled as such.
* For a more comprehensive listing of proper high voltage
maintenance and operation, check the Code of California
regulations, Title 8, High Voltage Electrical Safety Orders
and/or the National Electrical Code. These references are
available in the Environmental Safety Facility library.
Hazards of Working With High Voltage
1. Care must be taken to insure that unknown parties do not come in
contact with energized parts. This can occur when there is a remote
on/off switch relative to the energized conduits.
2. Insure that terminal voltage ratings can withstand any surges that
may occur due to electrical faults or switching transients.
3. Overload or improper cooling can cause excessive temperature rises,
resulting in equipment damage.
4. Be aware of output circuits even after input power is turned off to
the system. Parallel power sources and energy storage devices such as
capacitors can cause damage.
5. When power supplies serve more than one experiment, switching errors
can result in energizing the wrong equipment or load, creating
possible hazards for nearby personnel.
6. Over-current protective devices such as fuses and circuit breakers
may not adequately limit or interrupt the total inductive energy and
fault currents in highly inductive dc systems.
Pertinent Design and Construction Considerations
1. Provide isolation devices or physical barriers to prevent high
voltage stored energy from being dissipated in a low voltage supply
and/or control circuits.
2. Provide a switch and/or fixed bleeder resistor in the output circuit
to discharge the power supply when the input power is turned off.
3. Equip all power supplies with lockout capability.
4. Provide alarms, signs or lights to warn personnel when the supply is
energized.
5. Minimize the number of control stations for each power supply
(preferably only one), and provide emergency stop controls at all
remote power supply locations.
Safe Operating Procedures
1. Prior to operation, inspect the power supply and check all protective
devices.
2. Employees shall be prohibited from working alone on energized lines
or equipment over 600 volts.
3. Before entering power supply or associated equipment enclosure, take
the following precautions:
* De-energize the equipment.
* Open and lockout the main input power circuit breaker.
* Check for auxiliary power circuits which could still be
energized.
* Inspect automatic shorting devices to verify proper operation.
* Short the power supply from terminal-to-terminal, and terminal-
to-ground with grounding hooks.
4. Label equipment to identify input power sources; and label input
power sources to identify their connected power supply loads.
5. Equipment that is remotely controlled or unattended while energized
should be labeled with emergency shutdown instructions and
identification of personnel to contact in case of emergency.
